U.S. Joint Forces Command (USJFCOM) Joint Systems Integration Center (JSIC).

Liberty Business Associates supports USJFCOM JSIC by developing products for and executing assessment, test and evaluation activities to identify and recommend fixes to Joint and Service Command and Control (C2) system interoperability issues.  Provided products include Joint Requirements Products (such as Joint Capability Integration and Development System (JCIDS) products), Joint and Operational Mission Threads, and DoD Architectural Framework (DoDAF) products.  Liberty Business Associates personnel support Operational Test Agency (OTA) and Joint Interoperability Test Command (JITC) certification objectives through collaboration, test planning, test execution, and shared activities.  JSIC is an execution arm of the USJFCOM Joint Combat Capability Developer (JCCD) team.  Liberty Business Associates conducts these tasks through collaboration with key JSIC stakeholders such as Acquisition, Technology, and Logistics (AT&L), DoD Operational Test and Evaluation (DOT&E), USJFCOM J2, J3/4, J7, and J8; Combat Support Agencies (DoD Operational Test and Evaluation (DOT&E), Defense Information Systems Agency (DISA), Defense Intelligence Agency (DIA), National Geospatial-Intelligence Agency (NGA), National Security Agency (NSA)), and North Atlantic Treaty Organization (NATO).  Liberty Business Associates personnel, and that of our program prime, South Carolina Research Authority (SCRA), have consistently provided thought leadership across the command to enable USJFCOM to fulfill its responsibility as Joint Force Integrator and DoD’s advocate for Joint Interoperability.

Distributed Common Ground Stations – Navy (DCGS-N) / Global Command and Control System Integrated Imagery and Intelligence (GCCS-I3) Architecture

Liberty Business Associates provide Department of Defense Architectural Framework (DoDAF) support to the team charged with integrating GCCS-I3 and DCGS-N.  DCGS-N is the Navy variant of the Department of Defense (DoD) DCGS Family of Systems (FoS) that provides integration of Intelligence, Surveillance and Reconnaissance and Targeting (ISR&T) support capabilities previously accessed from a variety of stand-alone systems.  The integrated DCGS-N FoS uses service oriented architecture (SOA) to bring distributed products, services and functionality to a single virtual location accessible by intelligence personnel all over the world.  This allows units to share actionable intelligence needed to identify and destroy targets.  Liberty Business Associates developed high level operational and systems DODAF products that describe integrated system capability in this new enterprise environment.  Program office personnel use the products to boost operational effectiveness.  Our client chose Liberty Business Associates because we had in-depth knowledge of the operational functionality of GCCS-I3 and DCGS-N, and had participated extensively in assessing these products under the Joint Systems Baseline Assessment (JSBA) umbrella for U.S. Joint Forces Command (USJFCOM).

Project SeaHawk

Liberty Business Associates supported Project SeaHawk with program and project management, budget and financial analysis, feasibility studies, meeting facilitation and the development of policies and procedures that addressed the developing mission and capabilities of the Task Force, IT infrastructure, Intelligence gathering, and evolving logistics and administrative requirements.  Liberty Business Associates’ project lead on this effort was a member of the Project SeaHawk Business Management Council responsible for decisions and recommendations regarding the necessary course of action to be taken in meeting project objectives, and was assigned by the Deputy Director as the interim Budget Officer.

Project SeaHawk is a unified law enforcement Task Force focused on the security of the Port of Charleston, SC, and its intermodal links.  It is predicated on the idea that port and intermodal transportation security is enhanced by unity of command, interagency cooperation, joint operations, and information/intelligence sharing.  There are four elements to Project SeaHawk:  (1) A unified law enforcement Task Force and Intelligence Section, used to aggressively conduct proactive operations to deter and prevent acts of terrorism; (2) A “fusion” operations center providing intermodal and maritime domain awareness; (3) data sharing and interoperability to establish an intermodal risk assessment management system; and (4) a test bed for innovative concepts, initiatives, and equipment.

Joint Forces Coordinator, Sector Command Center-Joint Jacksonville Fl.

Time Frame Aug 2008–Dec 2009 (HS/DP primary | AL secondary)

Liberty Business Associates provided operational Subject Matter Expertise (SME), technical and Program Management (PM) support for the Sector Command Center-Joint (SCC-J) Jacksonville FL.  SCC-J is a joint U.S. Navy (USN) and Coast Guard (USCG) initiative created to develop interagency operations and intelligence centers to enhance port security and force protection through command unity, interagency cooperation, resource coordination and information sharing.

Liberty Business Associates supported Navy Second Fleet Anti Terrorism Force Protection (ATFP) staff and Space and Naval Warfare Systems Command (SPAWAR) in developing operational and technical interfaces among Maritime Operations Centers, Regional Operations Centers, Interagency Fusion Centers, Emergency Operations Centers and SCC-Js, and acted as the SSC-J Jacksonville Navy Liaison with local, state and federal Law Enforcement (LE) intelligence agencies and task forces.  We conceptualized and coordinated an operations plan utilizing Florida Regional Domestic Security Task Force (RDSTF) Waterborne Response Teams (including USCG, local and state LE air, surface and intelligence assets) to support the daily escort of USN high value assets, saving the Navy over $600,000 and ensuring 100 percent coverage of all missions.  Liberty Business Associates assisted in establishing an interagency Maritime Threat Working Group (MTWG) including USN, USCG, Federal Bureau of Investigation (FBI), U.S. Customs and Border Patrol (CBP), U.S. Immigrations and Customs Enforcement (ICE), Joint Terrorism Task Force (JTTF), and numerous state LE and other agencies in Florida and Georgia.

Our client choose Liberty Business Associates for this project for our extensive knowledge and operational SME experience in MDA, port security, interagency operations, intelligence/information sharing and Command, Control, Computer, Communications, Intelligence, Surveillance and Reconnaissance (C4ISR) doctrine, and tactics, techniques and procedures (TTPs).

Development of Security Overlay to Master Plan (MP) for Camp Lemonnier, Djibouti (CLDJ).
Anti-Terrorism/Force Protection (ATFP), Critical Infrastructure Protection (CIP)

March 2010–Present (HS/DP primary | SES secondary)

Liberty Business Associates provides ATFP and CIP Subject Matter Expertise (SME) and technical writing services to the Space and Naval Warfare Systems Command (SPAWAR) supporting Commander Navy Region Europe, Africa, Southwest Asia (CNREURAFSWA) to develop the Security Overlay to the CLDJ MP.  The work is a part of the Navy’s effort to update the 2007 MP for CLDJ facilities and land holdings, with the objectives of providing a long-range vision for appropriate infrastructure investment and identifying land and facility use strategies.  The Security Overlay is a supporting document that assesses current security systems and infrastructure, ongoing and planned projects to synchronize security efforts for numerous individually planned projects.  It provides recommendations to optimize both the overall security posture of CLDJ, and assist in coordinating the investment strategy for planned upgrades.  Our client choose Liberty Business Associates for this project because of our extensive knowledge of CIP and ATFP doctrine and our operational experience developing and applying physical security Tactics, Techniques and Procedures (TTP).

Configuration Management

Time Frame 2008–Present (AL primary | SES secondary)

Liberty Business Associates provides technical support services to the Maritime Domain Awareness (MDA) Prototype Project (PP) Configuration Manager, including program management, life cycle documentation support (User Logistics Support Summary (ULSS)), collaboration of technology engineering, and performance of configuration and data management activities for the MDA PP.  The effort focuses on the five Configuration Management (CM) elements:  Configuration Planning; Configuration Identification; Change Control; Status Accounting; and Data Management.  Work under this contract involves subject matter expert engagements across the Configuration Management Domain and as specified by the MDA PP.  Liberty Business Associates has additionally provided CM support for other programs such as Non-Classified Enclave (NCE) and Automated Identification System (AIS).

Liberty Business Associates has performed functional and physical configuration audits (FCA/PCA) and technical reviews of engineering data for hardware and software products, as well as installations for both MDA-PP and AIS to ensure accurate accountability and documentation of installed configurations.  Audits have included thorough reviews of applicable specifications, requirements and program documentation along with detailed reporting of audit findings.    Liberty Business Associates audit personnel work closely with the Integrated Logistics Support (ILS) team to develop applicable program part master lists and track system serialized parts.

Joint Capabilities Integration and Development System (JCIDS)

Liberty Business Associates provides Joint Capability Documentation oversight and requirements traceability to the U.S. Army Training and Doctrine Command (TRADOC). Our Senior and Data Analysts use DoD guidance to develop and/or refine Army concepts and requirements, also referred to as capabilities or capability gaps. We integrate Joint and other Military Service training requirements and systems with Army training systems. Our goal is to ensure that Army concepts, requirements and capabilities are integrated and interoperable with training enablers and sites. This includes developing and coordinating written concepts and requirements for live training; preparing and coordinating Army documents with appropriate organizations/agencies; informing Joint or other Military Service documents to include JCIDS documentation with the TRADOC Capability Manager – Live (TCM-Live) training community stakeholders, and supporting programs such as the Army Master Range Plan (AMRP) and Sustainable Range Program (SRP).  We review, evaluate, design, implement, and maintain a Requirements and Integration Division database using IBM System Architect and Dynamic Object Oriented Requirements System (DOORS).  Liberty Business Associates personnel play a major role in developing cost estimates by assisting in preparing and justifying estimates during the Program Objective Memorandum (POM) year of execution and budget.

Command-Wide Administrative, Financial and Technical Support Services

As part of a joint venture, Liberty Business Associates holds an 8(a) contract with SPAWAR Systems Center Atlantic for Command-Wide Administrative, Financial and Technical Support Services.  This contract is available throughout all SPAWAR Atlantic operating locations.  This is a cost-effective contract vehicle for the Command that has been rapidly staffed in multiple geographic locations.  Transition from the previous contract occurred seamlessly and without disruption to tasking.  The Program Management team is always readily accessible, and responsive to both SPAWAR government personnel and employees.  Key support positions have been filled rapidly and with highly qualified individuals who have delighted SPAWAR clients.

National Institute of Justice (NIJ) Technical Meeting Minutes

Time Frame 2008–Present (BO primary | HS/DP secondary)

Through the South Carolina Research Authority (SCRA), Liberty Business Associates personnel provide technical meeting minutes in support of various NIJ-sponsored Technical Working Groups (TWGs).  Liberty Business Associates has supported TWGs focused Geospatial Technology, Modeling and Simulation Technology, and Foreclosure and Crime.  Meetings are attended by government managers, academicians and subject matter experts.  These individuals are focused on how technology can be used to heighten the response capability of law enforcement and first responders.  The meetings are frequently used to evaluate ongoing projects supported by NIJ grants, and determine technology areas in which NIJ should grant funding in the future.  Liberty Business Associates has been repeatedly selected to document these multi-day technical meetings because of the accurate level of detail we consistently capture.  Most valuable to our client is our ability to capture various points of view and lines of reasoning which occur in group discussions.
